Walworth County education board to revert to 2020 Title IX rules; formal approval deferred to March

Matt, a staff member, told the Walworth County Children with Disabilities Education Board on Feb. 19 that a federal district court ruling in Kentucky has restored the Feb. 2020 Title IX regulations after striking down the Feb. 2024 rules nationwide. Matt said a draft policy in the meeting packet reflects that change but requires additional edits and will be returned to the board for consideration in March.
The memo distributed to the board removes a prior recommended motion and deletes references to related local policies that will not be ready for approval by March. Matt said the policy language also needs updating to specify that, at Lakeland School, the Title IX coordinator would report to the county administrator if the coordinator were the subject of a complaint — an arrangement different from many districts that route such issues to a board president.
No formal action was taken Feb. 19; Matt said any complaint that arises before the board approves a revised policy would be handled under the Feb. 2020 regulations. The board asked clarifying questions about timing and whether federal funding could be withheld; Matt replied there was no threat of withholding funds and that staff planned to return a cleaned-up draft at the March meeting.
The item will return to the board in March for final consideration and any vote to adopt updated local policy.
