Vernon County LEPC reviews bylaws, debates member attendance and quorum

The Vernon County Local Emergency Planning Committee met to review its bylaws and discuss how to address recurring absenteeism among members.
Committee members noted the annual bylaws review is required and that the current draft did not need substantial edits. The committee confirmed current membership categories satisfy state and federal representation requirements and affirmed that the county board supervisor remains the committee chair by county board rule. Committee staff said there were no substantive changes needed “other than the date.”
Members raised concern about chronic absences and occasional difficulty achieving quorum for meetings. One committee member noted the panel has 16 seats and requires nine members for a quorum. Several members suggested adding a rule to address repeated nonattendance but said such a change could wait until appointments are reissued by the county board chair after the next election cycle.
The committee discussed options including: asking members to notify the chair in advance if they cannot attend, removing persistently inactive members at the time of annual appointments, or leaving the roster unchanged for the current year to avoid midterm removals. The group did not adopt a formal attendance-removal policy at the meeting but agreed to place a note on the agenda for follow-up.
The minutes from the Oct. 21 meeting were approved earlier in the session by voice vote. The committee set its next regular meeting for April 21 at 9:30 a.m.
The committee’s annual bylaws review, and the attendance discussion, will return to the agenda for further consideration and possible formal action at a future meeting.
