Emma Bader, the county’s recovery court coordinator, described recovery court as “a program, multidisciplinary team, comprised of a judge, the district attorney, defense counsel, coordinator, myself, treatment provider, law enforcement, and representative from the Department of Corrections, Probation, and Parole,” and said the court already offers planning and services for people in the criminal justice system who have substance use disorder.
The committee’s concerns included unclear curriculum plans, unspecified transportation logistics, and whether proposed peer-support services would replicate programs funded elsewhere. Members asked that the applicant explain, at a granular level, what would differ from existing services and provide concrete budgeting and implementation details—examples such as named curricula or transportation procedures were requested.
Christina Reeser James moved to decline the application at this time and invite resubmission; Dr. Martha Carlson seconded the motion. The motion passed unanimously.
Committee members asked that Amy (identified in meeting materials as the staff contact and currently on leave) follow up with the applicant to provide guidance and to confirm whether aspects of the proposal truly duplicate funded services. The committee said it would consider a revised application in a future funding round.
