BOISE — The Joint Finance and Appropriations Committee on Feb. 20 heard a short briefing on the Department of Health and Welfare’s Service Integration division, which will be retitled Family and Community Partnerships under the department reorganization.
Alex Williamson, legislative budget analyst, described the division’s mission to coordinate services across programs, deliver emergency assistance, and reduce duplication. Williamson said the division had been authorized roughly 35 full‑time positions and that fiscal 2024 expenditures were nearly $6.3 million, split between trustee and benefit payments and staffing costs.
The governor’s recommendation includes language to exempt the division from certain transfer restrictions imposed in last year’s maintenance bill, allowing transfers in accordance with statute 67‑35‑11. Director Alex Adams told the committee this flexibility mirrors transfer authority other agencies have and would let the new division move funding between personnel and operating as it forms and norms.
No committee votes or formal actions on transfer authority were recorded in the transcript; department staff said they will provide follow‑up as the reorganization is implemented.
