Commissioners add multiple items to next week’s consent agenda, including JCPC funding resolution and timber-harvest bid

Harnett County commissioners on Feb. 20 voted to add several items to next week’s consent agenda, including a resolution asking the General Assembly to consider increased state funding for juvenile programs, acceptance of a high timbering bid for Anderson Creek Park, a fireworks permit for Campbell’s baseball season, an installment-financing authorization for Flatwoods Middle School, and a reimbursement plan for development tap fees at Veterans Farm.

Kimberly Whitted, chairperson of the Harnett County Juvenile Crime Prevention Council, asked the board to adopt a resolution supporting the North Carolina Division of Juvenile Justice and Delinquency Prevention and increased state funds for county JCPC programs. “Our funds have not increased over the years, but our needs have definitely increased,” Whitted said, noting the council currently receives $320,045 annually but received requests exceeding that amount.

County staff recommended accepting the high bid for selective thinning and regeneration harvest at Anderson Creek Park. Carl Davis provided background on the park’s silvicultural history, saying much of the stand was replanted with longleaf pines after timbering in the late 1990s. The county received three bids; the highest was from Canal Wood LLC (transcript reference) at $7.83 per ton (blended). GFR Consulting recommended awarding the contract; estimated revenue from the harvest was $175,000 to $200,000, according to Davis. The board instructed staff to work on the contract and add the item to next week’s consent agenda.

The board also agreed to add a fireworks permit application from a pyrotechnics company for Campbell’s baseball season (shows scheduled March 21–May 9 at 9 p.m.), after staff confirmed insurance and code requirements are met. County staff presented a resolution and reimbursement authorization related to installment financing for Flatwoods Middle School construction; staff noted about $3 million in preparatory expenses have already been paid and the reimbursement resolution would let the county reimburse itself from debt proceeds when issued. For the Veterans Farm housing project, staff described a proposed county-funded reimbursement (processed through the commissioners’ general fund and paid to the utility enterprise fund HRW) to cover roughly $21,000 in system development and tap fees so the Veterans Farm would not carry those upfront costs.

Several items were presented as requests to be placed on the consent agenda for formal approval at the next regular meeting; the work session included motions to add each item to the consent list rather than final votes on the underlying ordinances, contracts or permits.

The board asked staff to prepare the necessary documents and contracts for inclusion on next week’s agenda.
