City staff said the amendment allows Pasco to continue participating in a regional funding pool tied to a small state sales‑tax allotment that supports convention center debt repayment. As Kennewick’s public facilities district plans to issue bonds to expand the convention center, the districts and cities must confirm interlocal arrangements and active debt service to remain eligible for the state‑administered sales‑tax bucket.
