Senate approves technical fixes for Oregon Sunshine Committee, extends review deadline

Senate Bill 890, a measure requested by the Oregon Sunshine Committee that makes technical changes to the committee’s authorizing statute, passed the Oregon State Senate on third reading and was declared passed with a constitutional majority.
Senator Thatcher, speaking for the bill, told the Senate the proposal makes three technical fixes: change the committee to which the Oregon Sunshine Committee reports (from the public records subcommittee to the judiciary committees), move the committee’s report deadline from July 1 to May 1 so its findings can be considered during the legislative session, and extend the committee’s deadline to finish its review of public-record exemptions from Dec. 31, 2026, to Dec. 31, 2031. Thatcher said those changes were intended to make the committee more effective and accommodate a slower review process caused by the COVID-19 pandemic and an accumulation of exemptions.
Thatcher said the committee is reviewing more than 500 public-record exemptions and that the public records subcommittee “does not meet regularly,” making the judiciary committees a more consistent venue for reports and informational meetings. No floor amendments or prolonged debate were recorded before the vote.
The Senate recorded 29 ayes and one excused member on final passage. Supporters characterized the bill as a procedural fix to improve oversight of public-record exemptions and to allow the committee’s recommendations to be considered earlier in the legislative cycle.
