At its Feb. 18 meeting the Moore County Board of Commissioners took a series of votes on a mix of planning, grant and administrative matters. The items below summarize each formal action recorded in the meeting.
• Conditional rezoning — mining quarry (985 NC 211): Approved (see separate article). Planning Board recommended 8–0; applicant to proceed with DEQ phase permitting.
• Conditional rezoning — mini-warehouse (1280 Lehman Road): Approved (see separate article). Planning Board recommended 8–0; site plan requires Type-3 buffer.
• RISE More Buddies Mentoring grant (The CARE Group, Inc.): The board authorized submission of a North Carolina Department of Public Safety Juvenile Crime Prevention Council grant application with a not-to-exceed amount of $156,316 and authorized the finance director to sign the application and execute state agreements upon award; the county manager may sign subrecipient agreements with CARE Group upon county attorney approval. Motion passed by voice vote. The application is a pass-through grant that would fund credentialed paid mentors for high-risk youth referred from juvenile court.
• Fire apparatus purchase — Cranes Creek Fire Department: The board authorized the county to move forward with purchase of a Spartan-chassis pumper-tanker (1,750 GPM / 3,000 gallon) to replace Engine 231 and approved paying the chassis invoice on delivery to capture an approximately $21,712 discount. The full vehicle price quoted was $766,254 (including a $20,000 contingency). The board approved the funding approach and directed staff to finalize financing arrangements consistent with the fire commission’s capital replacement plan.
• Veterans Treatment Court MOU and coordinator position: The board approved a memorandum of understanding establishing oversight and administration arrangements for the Veterans Treatment Court program. The board also confirmed that the coordinator position included in the county position count is contingent on grant funding; if the grant ends the position would end with it. Motion passed by voice vote.
• School–county coordination group: Commissioners agreed to designate two initial commissioners (board chair and vice chair) to serve on a standing group with the school board and Sandhills Community College to improve communications about capital needs and planning; staff will advertise the scheduled meeting and convene follow-up work sessions.
• Appointments: The board approved appointments to the Moore County Tax Board of Equalization and Review (Jerry Dakey as alternate; Andy Wilkerson as full member; Susan Adams as chair for 2025–26) and reappointed Gail Austin, Beth Tanner, Tony Kirk and Lindsay Spence to the Juvenile Crime Prevention Council (JCPC).
