Committee holds hearing on House Bill 2336 to shift internal-audit reporting to fiscal year

The Joint Committee on Legislative Audits opened a public hearing Feb. 24 on House Bill 2336, a technical change that would alter the statutory reporting period for state internal-audit activities from the calendar year to the preceding fiscal year while maintaining the Dec. 31 filing deadline.
Eli Ritchie, chief audit executive and statewide internal-audit coordinator for the Department of Administrative Services, told the committee the change is intended to make the annual report more accurate and practicable. "This bill is at the request of the Department of Administrative Services. It makes a change to the timing of the reports, for the internal audit activities that the department is to present, to the audit committee," Ritchie said. He said DAS has historically prepared reports on a fiscal-year basis and that it is difficult to produce a comprehensive calendar-year report before the year is complete.
Ritchie said the department maintains an archive of annual reports at the State Library and that amending the statute would align the law with current practice. "DAS is always reported on activities in the fiscal year on a fiscal fiscal year basis," he said, adding the requested change is largely technical.
Legislative Fiscal Office staff summarized the agenda and the committee chair opened and closed the public hearing. Committee staff reported that no members of the public had signed up to testify on the bill.
The hearing record does not show a formal vote on the bill during the Feb. 24 meeting. Committee staff indicated the bill remains before the committee and that the audit plan and related materials are posted on OLIS.
The change proposed in House Bill 2336 is narrowly scoped to the reporting period in statute and does not change the existing Dec. 31 statutory deadline for submitting the annual internal-audit report.
