Committee advances bill to require districts to provide complete staff position and salary data to ODE

Salem — The House Committee on Education held a work session Feb. 24 on House Bill 2511 and voted to move the measure to the House floor with a do‑pass (DHAP) recommendation.
House Bill 2511 would require the Oregon Department of Education to collect certain information on all individuals employed by school districts and education service districts — not only licensed teachers and administrators — and would require districts to provide the requested information to ODE.
Vice Chair McIntyre moved to send the bill to the floor with a DHAP recommendation. The motion passed on a voice roll call. The committee recorded the following votes: Representative Holbeck — Aye; Representative Hudson — Aye; Representative Winn — Excused; Representative Ruiz — Yes; Representative Wright — Aye; Vice Chair Dobson — Aye; Vice Chair McIntyre — Yes; Chair (record) — Aye. The motion passed and the bill will head to the floor; Representative Courtney Neron indicated she will carry the bill on the House floor.
Committee members said the bill grew out of work by the Joint Task Force on Statewide Educator Salaries, which found the Oregon Department of Education collects position and salary information only for licensed staff while many districts do not submit data for unlicensed employees. That gap prevents a comprehensive understanding of workforce size, positions and associated costs across the state, members said.
Chair Neron said more complete data will help refine current service level calculations and budgeting decisions. “As a result, we lack comprehensive understanding of the number and positions across the state for school district employees, and their associated costs,” she said. The bill requires districts and education service districts to provide the data to ODE to improve statewide workforce and budget analysis.
The committee recorded no opposing votes. No amendments were adopted during the Feb. 24 work session.
