Jackson County commission approves MOA with ICE, summer jobs program, grants and a host of contracts; splits opioid funds with sheriff

Jackson County commissioners on March 11 approved a slate of administrative motions and contracts covering public-safety agreements, workforce development, grant agreements, procurement authorizations and the county’s handling of opioid settlement funds.
Major approvals included a memorandum of agreement with U.S. Immigration and Customs Enforcement to provide training to county jail staff on executing immigration warrants when ICE personnel are unavailable; a summer work program policy creating up to four part-time positions for local high school students; and acceptance of a Rural Infrastructure Fund grant (D0300) for rehabilitation of the Barber Road lift station in the amount of $1,665,000.
Other actions approved by the board included lease renewals and agreements (Partners for Pets and the Chamber of Commerce), a 30-day extension of the jail physician services agreement pending procurement, a master services engagement letter with Carr, Riggs & Ingram for auditing services in the amount of $123,500, award of engineering RFQs for generator work to David H. Bellman Engineering and DHM, and direction to staff to prepare and release a request for proposals for county solid-waste services.
The commission also approved a county policy to distribute up to 10 loads per year of fill material to municipalities and the school board without separate commission approval; a proposal to pay off the remaining $17,472.71 balance on the Malone Fire Rescue trailer from excess fees; and a repayment agreement proposal for a former employee (education reimbursement) obligating $9,033 owed, payable over 18 months at $501.83 per month.
On county opioid settlement funds, commissioners voted to split future opioid receipts 50–50 with the sheriff’s office contingent on the sheriff providing a spending plan; the board also agreed the sheriff would report spending to the Northwest Florida Health Network consistent with grant reporting. Commissioners said existing spending plans submitted by some local entities will guide distribution and that funds already received this fiscal year will be accounted for under the 50–50 arrangement.
Votes were taken by voice or show of hands on the items listed above. For several items staff emphasized these approvals are budgeted or grant-funded; where procurement is required, staff will return with contract documents for formal signature.
