Council approves contract award and CMAR amendment to convert airport work package 3 to guaranteed maximum price

The Stillwater City Council on Monday approved staff recommendations to award Work Package 3 for the new airport terminal to Lippert Brothers and to execute CMAR Amendment 3 to convert that package to a partial guaranteed maximum price (GMP).
Candy Starring of the Engineering Department presented the terminal program update and described the scope included in Work Package 3: roadway, detention, public utilities, beacon relocation, and related support work. Starring said Lippert Brothers submitted a proposal for Work Package 3 and staff recommended award and conversion to a partial GMP. She presented cost summaries showing the Work Package 3 amount of $3,124,004.79 and additional support work that brings the package total to roughly $3.9 million; when combined with prior work packages the CMAR guaranteed maximum price for work packages 1–3 is approximately $22.4 million. Starring said the overall project design and construction fees so far total about $1.5 million and that the total project estimate is $30 million.
Kelly (project lead) reported grant funding already secured: about $14.4 million for Work Package 1 and $3 million for Work Package 3; remaining elements such as north and south parking lots, furniture/fixtures/equipment, a passenger boarding bridge and baggage handling system are planned to be funded through future FAA entitlements and grants. Starring and councilors discussed the roundabout design included in the package; staff said the roundabout diameter is larger than the existing downtown roundabout, includes an apron for large trucks and fuel delivery vehicles, and that TPAC voted 4‑0 to use transportation sales tax funds for the roundabout as a public benefit.
Councilors asked about the reliability of future federal funding; staff said the $3 million for Work Package 3 is encumbered and that the entitlement grants for remaining items are allocated to the airport because of commercial service status, while acknowledging future funding is not guaranteed. The council approved the staff recommendation and authorized the city manager to sign relevant documents; council vote was 5‑0.
