City and Payne County sign interoperability agreement for public‑safety radio equipment

The Stillwater City Council approved, by a 5‑0 vote, an agreement with Payne County that lets the county house radio equipment at city tower sites and City Hall to support regional public‑safety communications interoperability.
Rob Hill (Engineering/Public Safety staff) told the council the agreement allows the City to host some of the county’s radio equipment at the city’s tower and at City Hall; the arrangement benefits both jurisdictions by enabling Payne County to bring its tower sites online more quickly and by allowing the city’s tower site to go live as soon as April 1. Hill said Payne County approved the same agreement in a special county‑commission meeting earlier that morning.
Councilors asked whether the city would be liable for damage to county equipment; Hill said county equipment remains county property and the county is responsible for repair and replacement. Councilors also asked about the county’s access to the equipment; Hill said the contract provides for reasonable access coordinated through the city office to maintain site security.
A motion to approve the agreement passed 5‑0.
