Board approves petition to detach 4425 North Shrine Road from Whitewater and attach it to Milton

The Milton School Board voted Feb. 24 to approve a petition to alter district boundaries for a single property at 4425 North Shrine Road, currently in the Whitewater Unified School District. The board action accepts the petition and forwards it for consideration by the other district; the change requires approval by both districts to take effect.
The petition, brought by Paul and Katie McClendon, asks that a parcel currently split by the district line be attached to Milton so the family’s children can be picked up and dropped off at their house by Milton buses. A petitioner’s written statement included in the board packet said the family is building a new home that will lie in the Milton portion of their land and asked for the adjacent parcel to be attached as well.
Board members discussed transportation logistics: district staff told the board adding the parcel would not create a new route but would add roughly 15 minutes to an existing bus run because the routing would require a longer loop on narrow county roads. "If this property was included in our school district, we would need to route a bus through there," Rich, the superintendent, said during the discussion. The board also noted the petition had been submitted previously two years earlier and was denied by Whitewater at that time; state law prevents rehearing a denied petition until two years have passed.
The motion to approve the petition on Feb. 24 passed on a voice vote. The board noted the change will not take effect unless Whitewater Unified School District also approves the petition by its March 1 deadline.
Board members and staff also discussed tax-base and operational impacts; staff said the parcel’s current assessed value listed on the petition was about $17,000 and that the property could, if developed, contribute more tax base in the future. Transportation staff estimated roughly a 15‑minute addition to the existing route if the parcel were attached to Milton.
The board packet included the petition and a map showing the proposed rectangular detachment and attachment area; staff recommended approval and noted that the board’s approval is only one step in a two-district process.
