County reallocates $113,000 in AOIC funds to public defender budget

Peoria County commissioners approved reallocating funds the county Public Defender's Office received from the AOIC into the office's current budget line so the money can be spent before the state's deadline.
Public Defender staff told the board the office received $113,000 from the AOIC last September but did not expend the funds in 2024 and must spend them by June; staff asked the board to roll the money into the PD '20 '20 '5 budget. "We received $113,000 from the AOIC, but didn't use any of those funds in 2024, and we have until the June to spend it," the Public Defender staff member said.
County staff explained these AOIC allocations are distributed to every county's public defender office in the state except Cook County using a formula that considers county poverty levels and criminal filing percentages; the funds are intended for public defender services. "So it's funds that are allocated to each county in the state except for Cook County, based on a formula that weighs each county's poverty level and a percentage of 2021 criminal fund filings," the staff member said.
A board member asked whether the office applied for the money; staff said the funds are not a competitive grant and no application is required. After brief discussion the board voted unanimously to reallocate the funds into the Public Defender's 2025 budget line.
