Commissioners approve rezoning for Winston Salem Storage expansion in Arcadia Township

The Davidson County Board of Commissioners on Feb. 24 approved a rezoning request by Winston Salem Storage LLC to change two parcels on Union Grove Road from HC (Highway Commercial) and RA3 (Rural Agricultural) to RC (Rural Commercial), clearing the way for an expansion of storage units on the site.
Planning staff opened the public hearing and, after a presentation and brief remarks from the applicant’s representative, urged approval. “These are very sought after units with the housing demand that we have. People need places. Nobody builds a basement anymore. These are modern day basements,” planning staff said, recommending the rezoning as consistent with the county land development plan and Article 7 amendment criteria.
Brian Lucas, who identified himself as representing the applicant and as general contractor with Denali Capital Partners, said the request would allow expansion of the existing storage facility. “So this rezoning request, is for, an expansion of 50 units, in the small, rectangle square to the right. Once we purchase that unit, it will all be owned in, you know, 1 ownership, and, the manufactured home that's on there will, be gone,” Lucas said.
No members of the public spoke in favor or opposition during the hearing. After closing the public comment period, a commissioner moved to approve the rezoning and adopt the statement of consistency; the motion passed and the planning staff recommendation carried.
Planning staff noted the property is contiguous to existing highway commercial uses (including Crowfoot Golf and Stevens Restaurant) and cited several policy statements in the county’s land development plan in support of the request. Staff also described the change as a downzoning for portions already HC and an upzoning for a small RA3 parcel that contains a manufactured home.
The action does not specify site-plan-level approvals, engineering, or required permits: Lucas and staff said any development must comply with separate permitting (stormwater, erosion control, driveway access) and technical requirements before construction begins.
The board’s approval was recorded during the public meeting after the hearing closed and staff’s recommendation; the applicant and planning staff said they would follow required permitting steps next.
