The finance committee examined the “transfers to other funds” schedule and asked for clarification about a $20 million general fund subsidy to the Streets Division, transfers to stadium and other subsidies.
Staff said the $20 million is a mix of operational support (payroll, snow plowing, supplies) and capital resurfacing. Officials said approximately $3.8 million of the Streets subsidy is attributable to resurfacing (including resurfacing program costs and GEO bonds) while roughly $2.7 million is from GEO bonds and about $3.8 million supports the resurfacing program in the city’s capital plan; the remainder funds payroll, operations, snow removal, guardrails and other recurring street maintenance tasks. Council members asked for a detailed breakout showing which portions fund resurfacing, which portions are for employees and which are for other operations.
Council members also asked about transfers for stadium repairs and subsidies to entities such as Sherwin‑Williams and the UDAG repayment. Staff confirmed $3 million goes to UDAG repayment and an amount for capital repairs at the stadium is included in the transfers line. Councilman Mike Polencic and others pressed for transparency and an itemized breakdown of transfers so the council can assess whether additional general fund support for resurfacing or other programs is available.
Staff agreed to provide a line‑by‑line breakdown of the $20 million streets transfer showing capital (resurfacing and bonded amounts) versus operational subsidies and an explanation of any one‑time transfers included in the total.
