Melissa Stilio, program coordinator for Behavioral Health, and consultant James Coles of Housing Tools presented the project and the application rationale. The development would create 46 units in three two‑story buildings: 18 studios, 25 one‑bedrooms, two two‑bedrooms and one manager unit. Thirty‑five units would be designated as Homekey Plus permanent supportive housing (affordable to households at or below 30% of area median income). Ten additional units would be restricted to households at or below 50% AMI. Project cost estimates are about $25,000,000 in total and the county and developer previously secured $8,189,315 in No Place Like Home commitment funding.
Coles explained Homekey Plus is a competitive state program that prioritizes previously awarded No Place Like Home projects nearing construction and projects that have not received tax credits; funds cover capital and operations subsidies to sustain permanent supportive housing. Behavioral Health will provide on‑site wraparound services including case management, mental‑health and substance‑use counseling and a services coordinator to connect residents to community resources.
Supervisors asked detailed questions about likelihood of award, total development costs and required replacement and operating reserves. Presenters said the state pre‑application consult gave them confidence in competitiveness and that the reserves and operating capitalization were factors in the overall budget; staff estimated replacement reserve and other capitalized reserves would total several hundred thousand dollars and operating deposits would be capitalized to support long‑term operations.
Action: Supervisor Brown moved and Supervisor Epperson seconded the resolution authorizing submission of the Homekey Plus application. The motion passed 5‑0.
