Committee approves Ode Solar 1.2 MW project; petitioner limited by Ameren interconnection

Peoria County’s Land Use Committee unanimously approved a special-use permit for Ode Solar (an affiliate of Cultivate Power) for a 1.2-megawatt commercial solar facility on 9.5 acres of a 40-acre parcel in a pre-annexed area of the Village of Dunlap.
Andrew Braun summarized the petition, saying the site will connect to the Alta substation about 2.18 miles northeast and that Ameren restricted the site to 1.2 MW after the petitioner tested capacity. Braun said the nearest nonparticipating dwelling is about 300 feet to the east; the petitioner will install vegetative screening along nearby roads and the project includes an executed Agricultural Impact Mitigation Agreement (AIMA) required by state rules. The Zoning Board of Appeals recommended approval 5–0 and staff recommended approval with eight restrictions.
Braun noted the petitioner had requested an extension of the county’s three-year timeframe to four years for filing a building permit; staff recommended keeping the three-year requirement. Committee members voted to approve the special-use permit with staff conditions. The recorded tally was unanimous.
