The Peoria County Operations Committee on Feb. 25 approved a contract with 20 Second Century Technologies Inc. to provide IT staff-augmentation services at an estimated cost of $51,000 for eight months to cover a county IT employee on military leave.
County staff presented the request as a short-term backfill: the contract covers four IT and user-support specialists providing level-1 and level-2 help and 24/7 on-call coverage. Mark Littole, a county staff member who presented the resolution, said one incumbent, a member of the Illinois Air National Guard, is scheduled for active duty March 16 and expected to return Nov. 27, creating an eight-month vacancy the contract will fill.
The county solicited bids for the work and received 26 responses; purchasing approved 24 and disqualified two for failing to meet requirements, Littole said. Bidders were scored on quality and experience, pricing and value, vendor reputation, and onboarding/communication. Littole said the top-ranked vendor was 20 Second Century Technologies Inc., which he said has about 27 years in business and an office in Springfield.
During discussion, Committee Member Jim Elsasser encouraged the county to prefer local businesses when price and qualifications are comparable, citing Basis IT from East Peoria as an example of a local firm to consider on future procurements. No member requested additional information before the vote.
The committee recorded a unanimous vote to approve the contract. Committee members who moved and seconded the motion were Member Duncan and Member Phelan. The contract will be used only to backfill during the named employee’s military leave; Littole confirmed the employee will retain normal military-leave benefits and the right to return to the position.
The resolution was listed on the meeting packet as “IT Services Staff Augmentation Services” and was put forward as a purchase contract to provide temporary IT staffing services.
