Peoria County reports Health & Human Services building finished early and under budget; clinic services to begin March 3

Peoria County committee members heard an update that the new Health & Human Services building finished roughly one month early and is tracking well under its $22.9 million budget, with a remaining balance of about $783,000 as of Feb. 20, county finance staff said.
The committee was told that the project’s pay-to-date total is about $20.7 million, with roughly $1.4 million in known pending expenses — including approximately $1.3 million in retainage owed to River City Construction. The project funding package listed by staff includes $4.95 million from the health department (about $4.7 million drawn from fund reserves and $250,000 transferred from the solid waste management fund), $16.6 million from American Rescue Plan Act funds, and smaller contributions from the general/capital projects and ITS funds. An additional IT-related appropriation of roughly $584,000 was approved in May 2024 to cover technology costs.
County staff described a number of value-added items included in the final project scope, including a sidewalk snow-melt system, a movable community-room partition that creates two functional spaces, a north parking lot and a rooftop patio. Staff said the kitchen in the community room is complete and operational; additional equipment could be added later if users request it.
Scott, speaking for the health department in Monica’s absence, said the department will present the status of the community health improvement plan at the Partnership Community annual meeting this Thursday. Staff also told the committee that Heartland Health will begin providing on-site care in the facility on Mondays, Tuesdays and Thursdays beginning March 3.
Committee members asked how remaining underspent ARPA funds will be handled. Heather (county finance staff) said there is about $227,000 in ARPA funds originally dedicated to this project that remain unspent; those funds may roll to other similar projects or cover construction management contracts, subject to the ARPA rules and internal allocations. Members asked for further detail on which line items produced savings and whether any savings are restricted by ARPA rules.
The update included a reminder that a small amount remains in open purchase orders and retainage; staff said they do not expect those numbers to change materially. The report closed with staff offering to provide additional building-specific utility and operating data in future meetings.
The committee took no formal action on the report; it was received as an informational update.
