Commissioners review consent items; appoint rodeo volunteer, reappoint solid-waste member

Public works staff and department directors briefed commissioners on consent-agenda items and volunteer-board appointments during Monday’s meeting.
Sean Roey of Public Works described an on-call roof repair and maintenance contract with Weather Guard, proposed at a not-to-exceed $100,000 ceiling to allow rapid repairs without emergency procurement action. Savannah Clement, public services staff, said having a preapproved contractor avoids emergency procurement and speeds nonemergency repairs.
Roey and staff also presented a revised capital and tenant-improvement policy intended to streamline previous procedures, add a clear scoring and ranking process for projects, and incorporate a space-allocation form. Commissioners discussed the policy’s $250 threshold for departments to initiate requests.
Travis Eskimi, IT director, requested Board approval to hire WWT professional services to implement soft-phone and SIP services and modernize the county phone system. Eskimi said licensing was paid previously and the current request is a one-time services cost capped at $12,560 to implement remote/softphone functionality.
Human Resources Director Jessica Warren asked to fill a building-and-planning permit specialist vacancy and requested a three-week overlap for training the replacement. She also sought authorization for summer-hire intern positions across departments: public works (20 positions), IT (2), office of administrative services/risk management (1) and emergency management (1). Warren said returning summer hires would be paid $20.50 per hour and new hires $18.50 per hour, with typical eligibility requirements including imminent high-school graduation or college enrollment and a valid driver’s license.
Public works staff also announced the upcoming retirement of Gary Gonzer, construction manager, after 42 years of service; a retirement celebration was scheduled the next day.
On volunteer boards, staff reported that Solid Waste Advisory Committee member Michael Ogden (submitted as Ogden/"Ogden" in materials) was recommended for reappointment, and the board appointed a citizen volunteer, Mr. Nichols, to the rodeo board after staff described Nichols’s repeated volunteer participation at rodeo work parties.
Sheriff’s Office staff said they had placed two amendments to the humane-society contract on the agenda to keep them on public record and that a short-term extension of the existing contract was expected pending the sheriff’s return.
Commissioners indicated the consent items and appointments would move forward on the consent agenda and that some items (for example the capital policy and space-allocation rescission) might be brought back for formal rescission and replacement paperwork once the new policy is adopted.
