Plan Commission approves Harding Place lot addition and right-of-way vacation; grants waiver of final hearing

The Monroe County Plan Commission voted 9–0 to approve a preliminary-plat amendment that adds a residential lot to the Harding Place major subdivision (SPP-24-6) and granted the petitioner’s request for a waiver of final hearing. The action follows the county commissioners’ adoption of an ordinance vacating a previously dedicated right of way.
The petitioner, Brian Conrad, sought to add Lot 13 to Harding Place by vacating a narrow strip of previously dedicated right of way that had lain between Lots 8 and 9. County commissioners adopted Ordinance 2025-01 on Jan. 16, 2025 to vacate that right of way; the plan commission’s approval makes the vacation and lot addition effective for subdivision mapping and development.
Planning staff reported that Harding Place’s public improvements had been completed following the subdivision’s 1999 approval and that no additional roadway or stormwater infrastructure work is required for this amendment. The petitioner obtained a septic permit, utility service commitments and an approved stormwater grading permit for site preparation on the proposed lot.
Staff recommended approval subject to routine conditions, which the commission included: adding signature blocks from all property owners involved in the amendment and documentation showing property owners in the Conrad & Parrish Type E administrative subdivision agree to the vacation. The plat committee had already recommended a positive recommendation to the plan commission.
Commissioners heard two members of the public seeking clarification about access and how the vacation affects the cul-de-sac; staff and the petitioner explained Lot 13 will have direct frontage and access to West Harding Place Drive and that no new dedicated public right-of-way will be created.
Votes at a glance: The plan commission voted 9–0 (Julie Thomas; Edward Ullman; Jeffrey Morris; David Henry; Rudy Fields; Scott Ferris; Tron Enright Randolph; Margaret Clements; David Bush) to approve the preliminary plat amendment and grant the waiver of final hearing for SPP-24-6, subject to the two staff conditions.
Ending: With the conditions satisfied on the final plat, the petitioner may record the amended plat and proceed with the confirmed site-preparation permit and house construction on Lot 13.
