Legislative Administration Committee advances SB 120 after age-eligibility change; concurs on SB 75 and SJ 6

A formal amendment that would have changed who may suspend or recall a commissioner was rejected in a roll-call vote (2–12).
Representative Schubert urged the committee to reject that amendment, saying, "I would urge the committee to resist this amendment," because it would transfer certain recall authority away from the full Legislature and place it with an advisory committee when the Legislature is not in session.
Later, committee members approved a conceptual amendment to reduce the minimum age qualification for commissioners from 25 to 18. Committee discussion reflected the view that adults who can vote should be eligible to serve; the conceptual amendment passed by voice vote with proxies recorded and was reported as 21–0.
After the conceptual amendment was adopted, a motion to report Senate Bill 120 "due pass once amended" carried on a roll-call vote reported as 8–6. The committee chair announced that Representative Perry volunteered to carry the bill on the floor.
The committee then concurred in Senate Bill 75 by voice vote and proxy tally, reported as 14–0. The chair volunteered to carry SB 75 on the floor.
Senate Joint Resolution 6 was concurred in by the committee with a reported tally of 13–1. The vice chair volunteered to carry that resolution.
All three measures were disposed of in executive action; the committee recorded proxy votes for members who were not present.
