Commissioners move $393,618 in salary savings to emergency reserve amid rising snow costs

The Board of County Commissioners approved a budget amendment Tuesday that decreases salary and fringe accounts and increases the commissioners' emergency reserve by $393,618, finance staff said. The realignment covers salary savings identified through January and is the regular quarterly reconciliation of actual salary spend versus budgeted amounts.
Finance Director Vanetta Van Cleave told commissioners the second quarter realignment reduces department salary accounts and increases the emergency reserve. County staff reported the commissioners' emergency reserve stood at approximately $1.1 million before the adjustment and will rise to about $1.5 million after the change.
Commissioners asked how the county will cover unusually large snow‑removal costs this winter. Staff said snow costs are approaching $3 million; at year end the county will first apply available salary savings and the emergency reserve and then fund any remaining balance from other budget savings or the general fund balance. Departments with salary savings may submit internal amendments to cover immediate snow overtime needs, staff added.
The board approved the amendment on a voice vote and directed staff to continue quarterly reconciliations and to return with any required adjustments during the remaining fiscal year.
