Campbell County Fiscal Court accepts police retirement, advances promotions and makes ethics appointments

The Campbell County Fiscal Court on Jan. 23 accepted the resignation of Major Jeremy Newberry of the Campbell County Police Department effective Jan. 31, 2025, and appointed Police Sergeant Donald Dornhagen to the department's captain position effective Jan. 26, 2025.
Judge Pender said the court accepted Newberry’s retirement and later congratulated Dornhagen during a brief ceremony, calling the police department “outstanding” and praising Dornhagen’s service. “We believe, with good reason, that we have an outstanding department,” Judge Pender said.
The court also approved advancing Police Officer Michael Curtis to Police Officer 8 in accordance with the current Fraternal Order of Police working agreement, retroactive to Nov. 22, 2024.
Separately, the court appointed Angela Johnson, Michael Sutton and James Morgan Jr. to the Campbell County Ethics Commission for one-year terms effective Feb. 1, 2025, through Jan. 31, 2026.
All personnel items were moved, seconded and approved by voice vote with no recorded opposition. The court held a short recognition ceremony for Dornhagen before the formal appointment; administrators and commissioners highlighted his role in starting the cadet/explorer program, involvement in the department’s drone program and other internal initiatives.
The court’s actions create an immediate vacancy (Newberry’s retirement) and fill it by promotion, advance a bargaining-unit officer per the FOP agreement, and refresh membership of the county Ethics Commission.
