Rural resident urges county to investigate river-road erosion and status of RC&D district; commissioners pledge follow-up

During public comment, John Fowler of Rural Elk City urged the commission to address severe erosion affecting a county road near the Elk River and to investigate the status of the local RC&D (resource conservation and development) district and how Corps of Engineers and Kansas Department of Wildlife and Parks responsibilities are being handled.
Fowler said the road near the River Bridge south of Elk City (road numbers given in the record as 1550 and 1700) is deteriorating to the point that driving a foot off the road risks entering the river. He said he has raised the issue with the Corps of Engineers and Wildlife and Parks for years and asked the county administrator and public works staff to take action. He told commissioners, "...the buck just keeps passing on me, and I just need the buck to stop someplace. Somebody's responsible for this."
Commission members said they would follow up. County staff said Brandon from public works would inspect the area cited by Fowler, and county administrator Amy was asked to check whether the local RC&D district had been dissolved at the state level or absorbed elsewhere and to report back to the commission. The county recorded the intent to investigate and to return with answers; no formal motion or funding appropriation was made during the meeting.
