Supporters described RCV as a system that can reduce negative campaigning, promote consensus candidates and better capture voter preference in multi-candidate races. Backers cited examples where plurality winners had less than majority support and said RCV could produce outcomes with broader backing. Skeptics raised two principal concerns: research showing mixed effects on minority-voter participation in some studies, and practical questions about whether the county board of elections has the software and procedures in place to tabulate RCV consistently for municipal elections.
Council members agreed that if RCV is advanced, it should be presented to voters as a standalone question rather than bundled with other changes. A number of councilors asked staff to gather more information, including the county board's capacity to run ranked ballots and academic work on RCV's effects on minority representation and vote outcomes.
No formal action was taken at the meeting. Councilors said they will consider RCV further and asked staff for comparative research and technical information to inform future deliberations and any proposed ballot language.
