On unanimous voice votes announced by the presiding officer, the Little Rock City Board of Directors approved three right-of-way abandonment ordinances during the meeting.
Item No. 20 authorized abandonment of South Battery Street between Lots 3–6 of Block 4 and Lots 7–10 of Block 5, Union Depot Addition. Item No. 21 authorized a partial alley right-of-way abandonment located within Block 9 of the Hollenberg Addition to enable development activity adjacent to Lady of Souls Catholic Church. During discussion on item No. 21, Director Webb asked whether the ordinance’s text referring to a parking lot might create confusion because the parking-lot development itself still requires planning commission review. City staff confirmed that abandoning the right-of-way opens the door to a parking proposal but does not approve a parking-lot project; the board voted to amend the ordinance language to remove the explicit reference to a parking lot and then approved the abandonment.
Item No. 22 authorized an alley and unnamed-street right-of-way abandonment within Block 8 of the Josephine Pankey Third Addition.
