Commission approves rezone of Robins/Wagon Wheel site to C-5 despite neighborhood opposition

The Springdale City Planning Commission voted to recommend an ordinance rezoning a 3.66-acre tract at the corner of Robins and Wagon Wheel from C-2 to C-5.
Will Kaelstrom, representing Horsewater Road LLC and ICM of America, said the applicant seeks C-5 to accommodate a heavy-commercial operation that rents parts and equipment. Kaelstrom noted that Wagon Wheel is a major arterial in the city’s master street plan and that C-5 uses and zonings exist along Wagon Wheel between Highway 49 and Business 71.
Neighbor Ron Minot spoke in opposition, saying roughly 400–500 homes lie within about a mile and that residents oppose “C-5 creep” extending closer to established residential areas. “Our opposition is … a C-5 creep into that piece of land,” Minot said, adding neighbors worry the rezoning would make adjacent tracts easier to convert to heavier commercial uses.
Commissioners discussed the location’s arterial classification, the existing pattern of C-5 zoning along Wagon Wheel, and the broad list of uses allowed in C-5. After public comment, the commission voted to forward the rezoning to City Council; the record shows the motion passed with seven votes in favor and two against.
Staff will prepare an ordinance for City Council action on Feb. 20.
