Phoenix City Council on Feb. 19 approved a citywide class-and-compensation update that includes adjustments affecting inspection staff, following public testimony requesting access to supporting materials.
Scott Kirk testified during the meeting that the report used to justify pay changes had not been posted and that the current proposal created pay-grade differences that he and others viewed as inequitable across inspection disciplines. “The report has not been provided,” Kirk said, and he specifically questioned why plumbing and mechanical inspectors were slated to be paid a pay grade above other inspection disciplines.
City officials responded that the city conducted a citywide compensation analysis and that some adjustments created a cascade of additional changes. A staff speaker said the city had created a special Class and Comp information page and that officials would ensure the report and a timeline are posted so employees can see the justification for proposed adjustments. A city official acknowledged that an HR presentation to employees on the specific issue would be scheduled and that staff would ensure better access to information on the website.
Councilmembers asked for a timeline and clearer communication so employees would know the steps and that HR committed to improving the website information and to present additional briefings. The council approved the item by roll call.
