The Planning and Zoning Commission approved the Mix on Roosevelt commercial site plan (PLZSP24‑0022), a 12.75‑acre shopping center at the southeast corner of Roosevelt Street and Dorado with a first phase of five retail/restaurant buildings and future building pads planned for additional retail.
Ken Galika, planning manager, described the proposal as part of The Landing activity center and said the first phase totals about 48,551 square feet with future pads expected to add roughly 52,000 square feet at ultimate buildout. Staff noted the site provides 560 parking spaces (405 required), multiple pedestrian connections, and about 20.1 percent landscaping; the developer will provide adjacent half‑street improvements and necessary utility upgrades.
During the presentation Galika said one user for the site is a grocer and that, with developer consent, he could share the name: “That is identified as a Sprouts.” The plan includes four points of ingress/egress, and the eastern Roosevelt driveway is identified for full movement with a future signal planned at that intersection. Staff said the design also incorporates three planned residential connections to a future multifamily project to the south.
Commissioners asked about regional traffic and the I‑10 exchange near Verrado; city staff said they are coordinating with the Arizona Department of Transportation on longer‑range freeway and interchange projects, including a planned fourth lane on I‑10 to improve ramp flow. Questions about signage led the developer’s representative to confirm a Sprouts sign is already installed on the property.
The commission approved the site plan subject to conditions A through FF by voice vote. Staff and the developer will coordinate final civil plans, signal timing and any required off‑site improvements before permits are issued.
