The Planning and Zoning Commission approved preliminary plat PLZS23‑00028, known as Florio at Terravalis Village 2, which lays out 801 single‑family residential lots and supporting open space and circulation for a portion of the Terravalis master plan community.
Jennifer Roseman, Planner II, said the proposed Village 2 preliminary plat covers a range of lot sizes (4,400 to 8,750 square feet), establishes five key access points and provides trails and parks designed to link neighborhoods to amenities. Roseman said Village 2 achieves a gross density of about 3.47 dwelling units per acre and that Parcels 1 and 2 are set aside for future development that will help the village meet the CMP’s 20 percent open‑space requirement.
Roseman identified the applicant as Colliers Engineering and Design on behalf of Trillium Land Company LLC with Howard Hughes as the developer. She told the commission the applicant provided mailed notice to property owners within 300 feet on Jan. 2, 2024, and that staff received no formal comments.
The plat includes HOA‑maintained tracts totaling 57.89 acres, of which roughly 10 acres are active open space. Wagner Wash along the western boundary accounts for about 12.92 acres of natural open space; combined the plat provides 70.81 acres, or about 19.91 percent of the subject plat. Staff noted the planned parks and trails could be relocated within future phases if Parcels 1 or 2 develop under a different land use.
Following discussion, the commission approved the preliminary plat subject to conditions A through U by voice vote.
The approval permits the developer to move toward final platting and civil permitting; staff noted the community master plan is under amendment and the Fifth Amendment to the CMP remains in process and will be considered by city council in a forthcoming hearing.
