Buckeye council adopts new development impact fees, effective May 5

Council and staff said the update was the result of a year-and-a-half stakeholder process that included master developers and representatives of the building industry. Finance staff described multiple fee categories — including water, wastewater, street improvements, parks and recreation, library and fire — with some fees varying by service area. City staff also retained meter-size and per-gallon calculations for water and wastewater fees above 1.5-inch meters and kept a 2-year grandfather clause for certain permits.
“This has been a long process. A lot of people involved throughout this process,” finance staff said during the presentation, adding that staff and the consultant revised numbers after multiple meetings with a stakeholder group. Staff said most developer concerns were resolved during the process and that only a single, remaining issue had been raised by a Home Builders Association representative regarding south parks fees.
Council members asked for confirmation that the fees apply only to new development, not existing residents; staff confirmed fees will be calculated at the time a permit is pulled and apply to new residential, commercial and industrial development. Staff also outlined how street fees differ by geography — south of I-10 and east of U.S. 85, north of I-10, and north of Glendale Avenue — so a property would be charged the relevant street fee for its service area.
