The Goodyear Planning and Zoning Commission voted Feb. 2025 to recommend approval of a use permit for a Quick Trip (QT) convenience store and gas station on a 5.13-acre portion of a 15.19-acre parcel at the southwest corner of MC 85 and South Australia Parkway. The recommendation, subject to staff stipulations, will be forwarded to City Council for final action at its Feb. 24 meeting.
Staff said the proposed development would include a 5,300-square-foot convenience store, a 10-pump auto fuel canopy serving up to 20 cars at once, and a separate truck fueling area with three semi-truck fueling bays. The site plan calls for 49 parking spaces and seven bicycle spaces. The 5.13-acre site is zoned C-2 with a PAD overlay and sits within the Australia Commerce Park PAD overlay; surrounding parcels are a mix of storage and vacant lots within the same overlay.
Senior Planner Justin Gabrielson told the commission that an earlier version of his staff report misstated the number of truck fueling bays and that the correct configuration is three truck bays. "I did make an error in my staff report that I provided with you. Originally, I had thought that 4 pumps would be provided to serve 8 semi trucks. I had been corrected and actually educated on how semi trucks are filled. So that is actually 3 bays," Gabrielson said.
Gabrielson said there will be three vehicular access points onto the site from MC 85, Estrella Parkway and Broadway Road with certain turn restrictions related to a larger capital improvement project to widen and add medians on Australia Parkway. Staff noted an alternative citizen review by postcard to property owners within 500 feet; Gabrielson said no comments or questions had been received as of the hearing.
Staff recommended approval with stipulations that prohibit truck-stop travel-center facilities or services beyond the proposed semi-truck fuel pumps and prohibit on-site semi-truck parking and overnight accommodations. The commission discussion included expressions of general support for providing an additional fueling option in that area of Goodyear. The commission motion to recommend approval passed and will be forwarded to City Council.
The City Council will make a final decision at its Feb. 24 meeting; the commission record and staff stipulations will accompany the recommendation.
