Council expands Citizens Water Advisory Committee duties, temporarily assigns solid-waste rate review

On Feb. 24 the Goodyear City Council adopted two resolutions amending the Citizens Water Advisory Committee bylaws and temporarily assigning the committee to review solid waste rates as part of a municipal rate study.
Public Works Director Sumeet Mohan explained the committee, created in February (year not specified), has seven members and two alternates appointed by the boards and commissions subcommittee. The bylaws previously authorized review of water and wastewater rates but did not explicitly include stormwater; the council approved an amendment to add stormwater management to the committee's duties. Mohan said council staff asked the committee on Jan. 8, 2025, to review solid-waste rates and committee members agreed unanimously to take on the temporary assignment.
Mohan told council that the city's prior rate structure for water, wastewater and solid waste runs through calendar year 2025 and the city is preparing a new rate study to reflect growth, expenses and service levels. The temporary assignment will end automatically when the committee submits final recommendations; the committee will then revert to its regular bylaws. Council adopted the two resolutions 7-0.
