The Hamilton County Board of Commissioners on Feb. 24 rescinded an earlier appointment to the Hamilton North Library Board after staff discovered the originally appointed individual did not meet a statutory residency-duration requirement. The board then appointed Susan Sparks, who submitted an online application and met the required residency term.
Director of administration briefed the commissioners on the discovery of the residency requirement after the prior meeting and recommended rescinding the earlier appointment of Alexander McIntyre. Commissioners discussed the need to confirm statutory requirements and asked that boards and commissions that receive county appointments provide evidence of legal counsel or guidance on appointment qualifications before the county conducts recruitment and confirmation.
Following discussion, the board voted to rescind the prior appointment and appoint Susan Sparks to the Hamilton North Library Board; the motion carried by roll call. Commissioners also directed staff and the legal department to compile appointment requirements and, where applicable, seek counsel opinions so future appointments comply with statutory terms and residency rules.
Ending: The board asked that staff conduct a broader review of appointment rules and gather term-limit and residency information for advisory boards and commissions ahead of future appointment cycles.
