HCOG places Climate Action Committee and Climate Program Manager placeholder in draft FY25–26 OWP

Interim Executive Director Debbie presented the Humboldt County Association of Governments’ draft fiscal year 2025–26 Overall Work Program (OWP) and budget at the board’s Feb. 20 meeting, telling members the document is largely a carryover of current work elements but includes a new placeholder to bring the Climate Action Committee and a Climate Program Manager into HCOG’s structure.
Debbie said the Climate Action Plan Committee and the Climate Program Manager appear in work element 14 as a placeholder; staff still need to research the proposal and she intends to hand the item to the incoming executive director for further study and a future board decision. The draft OWP identifies five full-time positions; the package assumes one planner could be promoted to the Climate Program Manager, which would open a planner recruitment if that move occurs.
The budget also proposes a 3% cost-of-living adjustment based on Bureau of Statistics data and recommends promoting the Administrative Services Officer to Fiscal Administrative Officer to reflect duties performed since December 2022. Debbie emphasized much of the OWP tasks are grant-funded; she told the board that while the overall budget appears large, “a lot of this work in here…the different tasks are grant funded.”
Board members asked that technical advisory bodies be consulted before committing to organizational changes. One PAC/board member said the technical advisory committee (TAC) had not yet reviewed the climate proposal and urged staff to seek input from the TAC before returning with a recommendation.
The board voted to recommend submitting the draft OWP and budget to Caltrans for review and comment; final approval will return to the board in May after Caltrans’ review.
No final staffing hires, reassignments, or budget totals were adopted at the Feb. 20 meeting; the draft items remain subject to further staff research and the incoming executive director’s recommendations.
