Miami County meeting: public commenter raises concerns about CDLs, bridge inspections and treasurer actions; commissioners approve consent agenda and three appo

A Miami County resident urged the Board of County Commissioners on Jan. 19 to expand local services for commercial driver’s licenses, publish a multi‑year plan for bridge and culvert repairs and provide clearer public detail after what he described as concerning actions in the treasurer’s office.

Dino Mata, who identified himself as a Miami County resident, spoke during the meeting’s public‑comment period. “All your school bus drivers… and those that work at Tri Co… each of us needs a commercial driver’s license to drive for those people and we have to go to another county to get that done,” Mata said, urging the county to explore providing CDL processing locally.

Mata also said he understood an inventory of bridges and culverts had been completed in recent years and that “28 bridges or culverts were designated and identified as needing critical repairs,” and he asked the commission to provide a time frame and cost estimates so the work can be included in long‑range planning. “It sounds like there was an inventory done within the last 5 years,” Mata said, and he recommended treating remaining sites in multi‑year tranches so the county can plan work over time.

On county finances, Mata said he heard there would be a sales‑tax and treasurer revenue shortfall in 2025 but that no magnitude or corrective plan had been discussed publicly. He criticized a course of conduct he described hearing about in the treasurer’s office and said he worried the practice could amount to a felony; he urged the commission to seek incident reports from the sheriff’s office and to examine the matter further. “Blackmail is a felony,” he said. Mata said he did not have exact figures and asked the commission to provide clearer driver‑based information and transparency.

Commissioners responded to parts of Mata’s remarks during the commission‑comments portion. Commissioner Vickery said the county needs to address security issues and improve communication between department heads and the commission. Commissioner Diederker said road‑grader and dump‑truck crews provide informal inspections as they pass sites but that some bridges must be inspected by qualified personnel under state requirements. Commissioner Scripps said the public’s concern centers on accountability for elected officials but said he had not identified a resolution to those concerns.

On routine business, the commission approved the consent agenda by motion of Commissioner Vaughn, seconded by Commissioner Vickery, with the vote recorded as unanimous. The board then confirmed three appointments by voice vote: Topher Phil Green to the Greater Miami County Economic Advisory Board; Dino Mata to the Board of Zoning Appeals; and Pete Puser to the Planning Commission. Each appointment was moved or nominated from the dais and passed with all commissioners voting in favor.

The board did not hold any action‑agenda items that day, noted the clerk about an annual township report requiring a date, and rescheduled an executive session for a later date because of travel concerns by potential attendees. The meeting adjourned after commissioners’ comments.
