Battle Creek board votes to call $27.5 million bond election for building upgrades

The Battle Creek Public Schools Board of Education voted unanimously Feb. 11 to call a special election May 6 on a bond proposal to borrow $27,500,000 for building remodeling, security upgrades, furnishings and improvements to playgrounds and athletic facilities.
The resolution, read aloud during the meeting, estimated the project cost at $27,825,375 and said remaining funds would come from investment income on bond proceeds. Vice President Perry moved to adopt the resolution; Dr. Alicia Johnson seconded the motion. A roll-call vote followed and board members recorded unanimous approval.
Board documents provided with the resolution say the bond would fund campus security projects, remodeling and reequipping school buildings and sites. The resolution directs the board secretary to certify the ballot language to the election coordinator by 4 p.m. Feb. 11 and asks the election coordinator to publish required notices. The board also estimated a 25-year period of usefulness for the planned improvements.
Board President Bovreich opened the resolution for a motion after the board clerk read the “whereas” clauses and the proposed ballot timeline. Vice President Perry moved adoption and Dr. Johnson supported it. During the roll call the following board members were recorded as voting yes: Ryan Hoglund Jackson; Tamisha Nordman; Matt McQueenie; Dr. Alicia Johnson; Nathan Gratiot; Dr. McCallberry; Ellie Fulbright; Vice President Perry; and President Bovreich. The clerk announced the motion passed.
The board packet included instructions that the election coordinator provide a proof copy of the ballot and legally required summaries (Exhibits A and B referenced in the resolution). The resolution rescinded prior conflicting resolutions and directed the secretary to file copies with election officials.
The board did not vote on specific project-level spending at this meeting; the action was to put the bond question before voters on May 6.
Looking ahead, district staff and the board will move forward with preparing ballot language and public notices, and the board will receive follow-up information required by election law and the district’s legal counsel.
