County to pay $7,417 for ground prep at future fire station pad after value-engineering decision

Burrow explained that bidders had offered a bid alternative to add a third bay on the planned station; when the board elected to accept the bid alternative, materials were obtained and ground prep was completed. Because the original bid packaging separated ground prep as a line item, the county now owes the ground-prep cost that was not included in the contract’s initial base bid. Burrow characterized the $7,417 as the ground-prep expense that must be paid to reconcile the bid alternative and ground-prep work.
Staff said the contractor would be asked to set a work date (March 5 was discussed) and that an additional change order related to winterization of concrete could be forthcoming. Commissioners asked about contingency and change-order controls; staff explained differences between design-bid-build, design-build and construction-manager-at-risk contracting approaches and said some change orders are unavoidable.
Outcome: Commissioners were advised of the $7,417 net cost and discussed scheduling and contingency management. Staff indicated the cost is within project budget allowances and will be processed as part of project close-out. No roll-call vote was recorded in the study session transcript.
