Senator Janice Schamp offered a floor amendment that she said incorporated medical-board requests and stakeholder input, including discipline and professional-misconduct provisions, board authority to determine applicant eligibility, applicant work-history requirements, and an eight-year sunset clause so the legislature can reassess the program after an initial period. "So I listened. I heard everyone. These are the amendments, and I...urge you all to support this wonderful legislation," Schamp said on the floor while urging adoption of the amendment.
Senator Epstein, explaining his aye vote, praised the bill as a helpful, short-term measure to address shortages of physicians in rural and underserved parts of the state while reiterating that expanded graduate medical education remains the longer-term solution: "If we had more graduate medical education programs, that would help our shortage probably more than any other effort...Nonetheless, I applaud this effort, and I vote yes."
The Senate recorded the final tally as 26 ayes and 4 nays. The body instructed the secretary to record the action and transmit the bill to the House.
