The Saco City Council voted 6-0 on Feb. 24 to confirm Leah Ratchen, Esquire, of the law firm Drummond & Woodson as the city's new city solicitor, effective March 3, 2025.
A staff member told the council the nomination was made in accordance with Charter section 5.06 and City Code section 4.24 following the retirement of longtime City Solicitor Tim Murphy. Councillor Gunn moved the order to confirm Ratchen; Councillor Hatch seconded the motion. A roll-call vote recorded six yes votes and no dissent.
Ratchen addressed the council after the vote. "It's a true pleasure and privilege to be here, and I look forward tremendously to working with you and being of whatever assistance I can provide," she said.
Council discussion before the vote was brief; the staff statement to the council said the recommended appointee and her firm have experience representing municipalities, water and sewer districts, school districts and other public entities. The council did not request additional background materials during the meeting.
The action replaces Tim Murphy, who the council acknowledged had retired from the city solicitor post after many years of service. The appointment carries the effective date announced at the meeting; any contractual details or compensation terms were not specified in the public discussion.
The confirmation was one of several routine items the council handled that evening; other votes included approval of minutes and a consent-item scheduling an extra meeting in March.
