Council adopts amendment adding pedestrian hybrid beacon at Wellesley and Lacey for Bridal Elementary; swaps one project for potential county partnership

Council members moved to suspend the rules at the March 3 agenda review to consider a late amendment to the Safe Streets for All projects list. The suspension motion was moved, seconded and approved by voice vote.
The Cathcart amendment would add a pedestrian hybrid beacon at the Wellesley and Lacey crossing near Bridal Elementary, staff said, citing school-staff reports that the intersection is busy and difficult for children to cross. The amendment adds $250,000 to the project budget and swaps out another project that serves Morgan Acres and Shiloh Hills; council members said the swapped project includes intersections that split responsibility between city and county and may be better as a joint project with Spokane County.
Council member Cathcart moved the Cathcart amendment; the motion was seconded and approved by voice vote. Following that approval, the primary amendment prepared by council members Zippone, Dillon and Cathcart (as amended by the Cathcart amendment) was moved and seconded and approved by voice vote. The agenda-review transcript records unanimous “aye” voice votes by the five council members present; two members were absent.
Council members thanked staff and one another for the collaboration that produced the revised project list. A staff member identified as Abby described seeing the crossing conditions at Bridal Elementary and relayed school personnel anecdotes about difficulty getting children safely across Wellesley and Lacey.
The amendments will appear on the formal March 3 agenda for final action consistent with the council’s agenda schedule.
