Council to delegate routine parade and demonstration permits to administrator with council appeal option

City staff presented an ordinance (2025-10) that would amend the municipal code to transfer routine approvals for demonstrations and parades — for example, the annual Lions Christmas parade — from the City Council to the city administrator, while preserving an appeal path to the council.
Administration explained that many routine events currently must appear before council for resolution. The proposed change would let staff handle typical, recurring events administratively and allow applicants to appear before council only if the administrator denies an application and the applicant appeals that denial. "Things that are in the routine bucket, like the Christmas parade would be something that we could handle [in] administration," City Administrator Jim Clifford said, adding that council would have appellate authority in the event of disagreement.
Council members asked whether the council would explicitly retain override authority. Clifford said the ordinance presently vests the authority in administration because the code currently names the council, but staff could add language to make the council's appellate power explicit for clarity. "If you want that language in there, I can make sure it's in there for the first reading next week," Clifford said.
Ending: Staff will refine ordinance language to clarify council override language if council so directs and will return the ordinance for formal action in the meeting cycle; no final decision was made at the study session.
