- School appropriation resolution: The board approved two school appropriations totaling $90,071 — a $14,000 donation for CTE equipment and a $76,071 grant for capital expenses related to school safety and security. Motion to approve resolution passed unanimously (McDaniel Yes; Lewis Aye; Lyons Yes; Day Yes; Chair Ayers Yes).

- County financial report and appropriation resolution: The board approved payment of bills totalling $113,198.65 and two appropriations: $12,274 (CSB overtime reimbursements for the sheriff's office) and $494,000 (fire program/grant funds). Motion passed unanimously.

- Farmers market application (Virginia Gold Orchard Holdings LLC, 55 Asian Pear Way, Natural Bridge): The board approved a one-year outdoor events/farmers market permit under county code (Chapter 4). The proposal calls for market hours each Saturday 9 a.m.–noon beginning April 5 and running into fall weather permitting; vendors will bring individual tents and use onsite restroom facilities. Motion to approve for one year passed unanimously.

- Natural Bridge Drag Strip annual report: Manager G.W. Fitzgerald presented the 2024 report, saying race operations in 2024 ran from Aug. 17 through Nov. 30 with start/end times within permit restrictions, trash pickup within 24 hours, water on the track, and EMS coverage provided by Goshen Rescue Squad. The board accepted the annual report and noted the requirement that events run during the March–Nov. season; acceptance motion passed unanimously.

- Readoption of Rock Ridge Regional Library agreement: The board readopted the regional library agreement (updates include current dates, board member names and attaching the Goshen lease as an exhibit) subject to the other partner localities' approval. Motion passed unanimously.

- BrightSpeed VADI broadband grant agreement and local match redesignation: The board authorized an agreement with BrightSpeed and redesignated $1,774,300 in general-fund dollars as the county match for the VADI grant (see separate article). Motion passed unanimously.

- Contract with Virtual IT: The board approved a contract with Virtual IT for technical consulting on the county ERP/Tyler implementation. The contract covers work Jan. 1, 2025–Oct. 30, 2026, with an estimated cost of $122,760. Motion passed unanimously.

- Set public hearing on county decal ordinance amendment (farm-use vehicle exemption): The board scheduled a public hearing for March 24 to consider amending the county code to exempt farm-use vehicles (those now required to register at the DMV under state law) from the county decal requirement. Motion to schedule the hearing passed unanimously.
