Board approves BrightSpeed grant agreement, redesignates $1.77 million in county funds as match

The Rockbridge County Board of Supervisors on Feb. 24 approved a county agreement with BrightSpeed and redesignated $1,774,300 in general-fund dollars to serve as the local match for a VADI broadband grant, replacing ARPA funds that the county earlier had reserved.
Why it matters: The redesignation ensures continued momentum on a large broadband project that had to be rescoped after a separate federal USDA award covered part of the same geography. County staff said the change avoids duplicative federal/state funding in the same area and keeps the BrightSpeed project moving toward state execution.
County staff described the sequence: BrightSpeed previously pulled back service plans for a portion of the county after an overlapping USDA-funded project was awarded. After rescoping, BrightSpeed sought to proceed under the state VADI award; county staff reported that federal ARPA funds originally identified as the match had to be contractually obligated by the end of 2024, a deadline the county could not meet. To preserve the project, staff shifted previously planned General Fund dollars (by covering a county HVAC project with ARPA) and now formally authorized $1,774,300 in general-fund dollars as the Bona fide match for the BrightSpeed VADI grant.
County staff said the county's action authorizes the county administrator to make non-substantive edits to the agreement and allows BrightSpeed to continue engineering and planning while the Department of Housing and Community Development (DHCD) finalizes the state grant agreement.
Board action: Supervisor Lyons moved approval; the motion passed unanimously (Supervisor McDaniel Yes; Supervisor Lewis Aye; Supervisor Lyons Yes; Supervisor Day Yes; Chair Ayers Yes). County staff said the BrightSpeed legal review is nearly complete and that execution of the state grant agreement with DHCD is the remaining step before full project rollout.
Ending: Staff requested the vote to demonstrate the Board's commitment to the project and to allow BrightSpeed to continue work while state paperwork proceeds.
