Council to consider rezoning and PD amendment for "The Hive" at Martintown Road; planning commission recommended approval

City planning staff briefed the North Augusta City Council at its Feb. 24 study session on two linked land-use ordinances that would expand the planned-development (PD) area known as "The Hive" at Exit 1 and adjust the PD's land-use allowances.
Tommy, with planning and development, told council the northwest corner of The Hive along Martintown Road had been zoned general commercial but the developer asked that the area be incorporated into the PD. "That way, we're playing the same set of rules throughout this development as you would think it would be," Tommy said, explaining the rezoning would add about 25.59 acres into the PD.
The related ordinance would amend the PD's general development plan to increase the commercial square footage allowed across the project to reflect the additional acreage. Tommy said the planning commission reviewed the application and recommended approval unanimously.
Tommy and staff emphasized that the amendment affects the commercial acreage at the front of the development near Martintown Road and does not change the residential portion at the rear of the PD plan. "This does not have anything to do with the residential portion on the backside," Tommy said.
Both ordinances (2025-07 rezoning; 2025-08 general development plan amendment) are before council for first reading consideration.
Ending: Staff said the change was intended to bring continuity to the project's zoning and to allow the developer to use consistent PD rules across the site; the items were slated for first reading during the council meeting cycle.
