Caribou council authorizes FAA grant application for new airport snow‑removal equipment

The Caribou City Council on Feb. 24 authorized City Manager Penny Thompson to apply for a Federal Aviation Administration (FAA) grant to replace aging snow‑removal equipment at the Caribou Municipal Airport and to add a broom attachment intended to reduce runway wear.

The move comes after airport staff presented bid results and recommended a Case loader with multiple attachments. Dave, Public Works Director, told the council the airport’s existing equipment is about 20 years old and that adding a broom would allow crews to sweep surfaces, reducing hard packing and the risk of lifting chunks of runway pavement. "So the, the airport went to bid through through Stantec for some new equipment at the airport. The equipment that is there is, about 20, almost 21 years old," Dave said. He added: "I would highly recommend we..." (recommendation to proceed with the Case equipment and attachments was delivered to the council).

Why it matters: keeping runways open more reliably matters for emergency transports and tenants at the airport. Councilors heard that using a broom to clear snow can be less damaging to pavement than repeated plowing and snowblowing, and that life‑flight and other aircraft use make runway availability a public‑safety concern.

Bids and procurement: Staff reported multiple bids were received; during the presentation Dave described differences among vendors and raised technical concerns about some vendors' hydraulic blower designs. He said the airport lacks in‑house manufacturing capacity to complete some attachments, and a dealer would need time to assemble the loader, blower, plow and broom. "The blower is not too too bad...but you have to mount that box," he said, describing installation complexity. The council heard the FAA grant would cover 95% of the purchase cost and the city share would be approximately 2.5% (as presented by staff). Staff also said the FAA grant paperwork is due March 3.

Council action and next steps: Councilor discussion ended with a motion to authorize Manager Penny Thompson to apply for the FAA grant and to proceed with the Case‑based vehicle and attachments recommended by staff. The motion passed unanimously. The manager will submit the grant application and proceed with required FAA approvals and procurement steps if the grant is awarded.
