Elyria approves disposal of unfit building-department vehicle and three sanitation trucks

The Elyria Finance Committee approved resolutions and ordinances declaring a building-department vehicle and three sanitation department trucks unfit for municipal use and authorized their disposal "by the best means possible."

Safety Service Director Panoski described the building department vehicle as a 2013 Ford Escape with about 45,000 miles that is "rusted out the frame," saying it is no longer safe for municipal use and should be placed on GovDeals for sale or disposal. Panoski told the committee the vehicle is 13 years old and has condition issues that preclude continued safe service.

Panoski also described three sanitation trucks: two 2011 side loaders and one rear loader that is currently not running. He said the two side loaders have been used for parts "for our sanitation truck graveyard" and no longer have utility; the city intends to recover scrap value or sell them. Reported mileages for the three trucks were about 43,000, 87,000 and 31,000; committee members asked staff to confirm mileages before transfer because the 31,000-mile figure was an outlier.

Both items were read into the committee record, motions were made and seconded, and voice votes carried each motion. The chair called the votes: "All in favor, please use a voting sign aye. Aye. Opposed." The clerk recorded the motions as carried.

Why it matters: Declaring municipal equipment unfit and disposing of it is standard municipal asset-management practice; it removes unsafe equipment from service, recoups some value for the city and frees storage space. Staff said proceeds will be sought through GovDeals or scrap sales and that disposal will follow legal procurement and disposition rules.
